The Ontario Enterprise Strategy for Portals is being implemented to provide seamless, no-wrong-door access to government. The strategy recognizes that the expectations of citizens, businesses, employees and other visitors to government web sites are continually increasing. Users are making ever-greater demands on the IT capabilities of governments, looking for flexible, more responsive and cost effective services.
To meet these demands, the strategy provides an overall framework for the implementation of electronic access. It has led to the establishment of a Government of Ontario Portal Federation which is setting the foundation for providing federated, electronic access to not only the Government of Ontario but all governments.
To support the goals of the strategy, Ontario has implemented common services, including the Federation Search Service, Enterprise Content Management Service and Portal Software Service. These services facilitate the speedy, low risk implementation of electronic access to information and services using common standards.
Ultimately, the Enterprise Strategy for Portals and common services facilitate the modernization of government operations; the integration of organizational silos; and inter-ministerial and inter-jurisdictional connectivity and information flow. The opportunities for governments are extensive and far-reaching.
To facilitate achieving the strategy, Ontario has developed The Portal Guide. The guide provides a high level overview for executive sponsors, while providing the ability to drill down into technical resources for the IT specialist.
While the primary audience for The Portal Guide is the OPS, it is also intended to provide guidance to:
- vendors that design and implement electronic access for government programs;
- private sector businesses that need to work directly with government IT resources and
- other governments that look to provide seamless, no-wrong-door access to their resources in league with the Government of Ontario.
The Portal Guide provides the overall portal framework, reference architectures and processes required to develop, implement and support portal-based, business solutions. When used along with the Common Portal Services, these resources make possible the rapid development and implementation of consistent, cost effective portals that work together to provide a seamless, no-wrong-door experience for the portal user.
The Portal Guide sets portals into the broader context, providing an overview of the Enterprise Strategy for Portals, the Government of Ontario Portal Federation Program and its associated Federation and Common Portal Services. It is a living document, continually being improved to reflect new learning and publish new and revised resources.
